Sir:-

With reference to the informal meetings which have

recently taken place between members of this Office,

of the Board of Trade and of the Colonial Office to

discuss the draft China (Companies). Order in Council

which is at present under consideration, I am directed

by Secretary Sir E.Grey to transit to you herewith-

copy of a despatch from the Judge of His Majesty's

Supreme Court at Shanghai reporting his conversations

on the subject with the Chief Justice of Hongkong and

submitting his views upon certain articles in the Order

in Council. I am to offer the following observations

upon the matter in general and in particular upon the

points raised by Sir H, de Sausarel.
